To specify file-systems to mount you list their details in /etc/fstab.

If /etc/ isn't mounted, then how can you proceed and know how to
mount other things? (Similarly other important files live in
/etc, and are required by the early system boot steps. Some can
be ignored if not present, but not all.)

Obvious once you think about it ;)
