This looks a brilliant idea - but I am a little puzzled as to how we shall
find said LUG. The greatest need is likely to exist in areas without even
telephonic connections.

Perhaps we could find them through personal contact: "Does anyone know of
a....."? Several members of the LUG travel a lot. At least one goes to more
cut off parts of the world. We could perhaps ask third world charities with
which we are in contact as individuals whether they know of such a group?
