[Hampshire] Power Failure

Can anyone suggest a reason for the following?

On power-up from cold, the "power on" light flickers, the fan blades jump
and then ...... nothing.

Very occasionally, the machine will start and run normally.

Identical symptoms with two different power supplies.

Any ideas? The machine is a Medion MD177A
