Ok, this is the real problem.

It looks like after a bit of detective work that you have dapper and are
installing the security fix for apache2:
https://launchpad.net/ubuntu/dapper/+source/apache2/2.0.55-4ubuntu2.2

But mostly at this point I'm giving up and screaming at Ubuntu and
launchpad.

I can't seem to find a sane list of apache2 bugs in launchpad so I can't
really tell if anyone knows about it or has fixed it.

If anyone knows how to drive launchpad better and can take over that'd
be good.

On the off chance is there anything odd about /usr like it's mounted
read-only (check with mount) ?
