thanks for your help everyone , I kicked up a stink and now have DWF converter.
What I did was delay everyone elses work in order for that lot to
complain that I need a dwf converter :-)
They won't give me access to anything and they aren't too happy about
having cygwin on my computer.
I use it to merge pdfs into 1 and other stuff ,
