What is the reason that you have to use host names in your
application logic? I personally would not use a hostname in a
configuration like that, as it inevitably results in a costly DNS
lookup at the best of times.

Also I wouldn't be using a resolver at all if it wasn't reachable
99.lotsofnine% of the time.

Both of those options seem better than fiddling with resolv.conf to
make bad servers good.

You could also consider running a resolver locally on your app boxes
with forwarding set appropriately - all the benefits of caching and
local name serving.
