CPUs alone have massivly increased in power usage from the days of
the PII to the P4. Someboards at some points in time will take
normal desktop CPUs or notebook CPUs, which while more expensive
sip electricity.

On my AMD units I have the rate govenor turned on and various
notebook features to try and cut power demand. I do believe though
that they still eat power like it's going out of fashion though...
