That LED is powered by +5VSB, the stand-by supply
line. If lit, it shows that mains is applied to
the supply, but doesn't guarantee that the other
supply lines will be ok when you push the power
switch.

I've seen a few power supplies where +5VSB was
fine, but none of the high current lines were
live. I've also had one supply which produced all
the right voltages under light loads, but they all
drooped when given a real motherboard to drive.
