Not so. They were, therefore are, an amalgamation of CSE and GCE O levels
because CSE was perceived by the politicians, possibly erroneously, as
labelling children as inferior. All children were to sit the same exams so
that no-one would be "labelled" as inferior. Grades A-C were intended to be
the equivalent of O levels, most of the lower grades to be the equivalent of
CSE and the bottom grade or grades to mop up everyone else so that
no-one "failed".
