Is seems that uk.gov officially use FLOSS as a bargaining chip to drive
MS licence costs down.

in the MS press release related to bulk discount of MS licences to gov.uk
"It also reinforces the Government’s commitment to its Open Source Action Plan
by setting up a facility to reuse and share licences across the public sector."
As the document only covers MS licences this shows just how little the purchasing
team understand what FLOSS *is*.
