I'll put money on it being I/O-bound.

Laptops frequently have poor I/O channels, so it's unlikely you'll ever
get a serious performer out of this. Having said that, I'm currently
typing this on a 1.4GHz Dell D600, and I use it for assorted development
work.
What do iostat and vmstat tell you?
