Here's an odd thing: the file manager can delete files from /Download.

That could take a very long time, and anyway I don't want to risk
something going wrong. Since the libraries closed, the laptop tethered
to the phone is my only way to access the internet.

/Notifications: copying works
/Ringtones: copying works
/Android: copying works

Yes, that's it. Why anyone thought having a write-only /Download would
be a useful feature, I can't imagine. They might as well have called
it /dev/null.
Getting the files from the web site using the phone is difficult in
itself - if I didn't know what it looked like on a full size screen,
probably impossible. I am seeking advice from someone involved with it
on which Ubuntu browser would work. Not Firefox, it's no good with
with that, although Firefox has solved the problems I had with other
web sites.

Thanks, but I will pursue that and the other things you mentioned only
if I can't get a Ubuntu browser to do the job. I am using USB
tethering, but know nothing of sshd or how to use the connectbot. The
browser would make things easier all round, that web site is just not
set up for phones.
