For what it's worth, Parted works from the CLI, QTParted is a GUI version.

Almost certainly ext3 for anything but swap. There are alternatives but
you are unlikely to need them.

Alarm bells rang when I read /proc there Lisi. Most users are unlikely
to need much more than /boot, /, /home and a swap partition. /proc
certainly does not require its own partition on account of it being a
pseudo-filesystem that runs in memory. Perhaps if you can give us an
indication of what you are aiming towards, we can advise accordingly?
