I use this command to initiate a slow data sync:-

rsync -avz --bwlimit 8 --numeric-ids 192.168.9.137::data /data

I have used the option --numeric-ids which, quoting the rsync man page
means "don't map uid/gid values by users/group name".

Which solved a similar problem you have for me, however I don't use rsync
over ssh.

Hope this helps or at least eliminates another possibility for you.
