Install xfwm4 4.4.1-3 from unstable.
See

Basically gtk 2.12 hit testing without xfwm4. We hadn't quite realised
it would be this much of an issue in testing and missed getting a
conflict on the old version of xfwm4 to the newer GTK added. xfwm4
didn't propagate to testing as it hadn't built for arm due to a random
SNAFU and it wasn't requeued by the buildd admin. After prodding, it's
now built for arm but Debian's main ftp mirror (ftp-master) is currently
down so no testing propagation is happening.
Fun fun fun.
Simon, with his Debian xfce maintainer hat on.
