They don't have to, which was one of the huge complaints about the
law when it was first proposed.

The example was to send a file of random[1] bytes to someone, then
tip off the police that said person had an encrypted file containing
child porn/terror plans etc. The recipient of the file wouldn't be
able to prove that they couldn't decode it, so would go to gaol
for two years.

Not sure whether anything has changed since then.


[1] As in, something that looks like it might be encrypted.
