I guess it's a moot point these days as it hasn't been updated in years,
by IE was ported to OS X. When I bought my G4 in 2001, in came with OS
9.2.1 as the default OS, with the ability to boot into what was
essentially an incomplete preview version of OS X. I believe that it
was listed as version 10.0 or 10.1. I later bought an "update" CD (I
only had PSTN dial up back then) to move to what I'm pretty sure was
listed as 10.1.5. IE was part of all of these - in fact I'm pretty sure
it was the default browser on them.

Netscape was also available, which I installed almost straight away. I
can't clearly remember Safari being part of any of these releases, but
my memory is hazy too...

Cheers,
Steve

P.S. (late) Merry Christmas & a happy new year!
