Adam,
I'm afraid that there are some possibly fatal conflicts in what your
family member wants to do.

In order to run Photoshop/Illustrator properly you need lots of screen
real estate.
A 'small' and portable laptop is just not going to give you this. Many
laptops in this range have screen sizes like 1200x800.

I use a 1024x768 projector when I'm teaching Photoshop and I get really
frustrated with all the Palettes that these tools need to have open and
the amount of usable screen space for the image I'm editing.

If you do go down this route, then make sure that at the desk where they
spend most of their time, they have a large (23in) 1680x150 or better
LCD screen otherwise they will soon toss the Laptop out of the window.

I use a MAC Book Pro or a Dell 8600 both with a 1920x1200 screens for
serious Photoshop work.

You should really try to get your family member to try using Photoshop
on a reduced screen resolution for long periods before you stup up cash
for a laptop. This way you can be sure that they can use it and still be
productive.
