You could try "fluxbox-generate_menu" to make an initial menu. I'm not
sure where it puts it by default. On my system, the menu is in
~/.fluxbox/menu which is referenced in ~/.fluxbox/init. Once you have
one, the format is easy enough to edit without to much head scratching
