I installed lenny from a few weeks old beta-installer CD onto a Dell
Optiplex and it too didn't recognise aptitude full- (or safe-)upgrade
until after my first aptitude update/dist-upgrade.

The safe-upgrade/full-upgrade options have been in unstable for
months. I can't see exactly when from a quick skim through the
debian-changelogs.
