They don't even do that; They just press a button. The equipment
then just runs through a sequence of numbers until it gets a dial
tone. UK companies are supposed to block numbers that are registered
with TPS, but it's virtually impossible to police with sequential
diallers. :-(

And as has already been pointed out, TPS has a massive loophole; They
can still call you for market research. Which is invariably followed
with "Whilst I've got you on the 'phone....." and enter into a sales
pitch.
