Blacknnight Solutions are competitively priced and have loads of useful
free tools including a Content Managment System (CMS) - see the bottom of
the page on this link: http://www.blacknight.com/shared-hosting.html

I personally use a simple hosting plan for the sites below which is
deliberately basic. I edit most files using vim and Gimp then used
lftp/gftp to upload files. You could use gedit or similar if you are not
familiar with vim.

This is shop front managed and hosted in the same way, low-cost, simple
and quick to update using vim and Gimp.

If you need other users to manage content then use a CMS - I do this at
work and we use Plone.
