I've listened to Security Now (his podcast) for some time now and he's
talked about the workings of spinrite a number of times. He writes all
his apps in x86 assembler and talks to devices at a fairly low level.
I know he's said that spinrite does a few funky things to try to get
access to sectors/clusters which may have data that you're trying to
recover.I recall him talking about how it tries coming from one end of
the disk and the other when approaching a track/head/sector. The idea
being that there may be alignment issues which are resolved by this
approach. Not saying he's right, just reporting what he's said on his
podcast in the past.

It is a boot disk which doesn't require any OS installed to work.
