GCSEs are not the equivalent of CSEs.  GCSE was set up to combine GCE
"O" 
Level and CSE.  Hence the name.  Mind you, since grades A-C were equivalent 
to an "O" Level pass, then one would come to much the same place as
you say.  
So perhaps in effect they changed nothing but the name!
