I think you'll find that the cost of an OEM licence is not as high as you
might think.

My understanding is (or at least was) that OEM licences are not
transferable, so in theory at least the PC should have Windows removed
before being sold on. However, it's been quite a few years since I last
dealt with Windows licensing so things may have changed.
