Indeed. If you are running 9.10, you will be prompted to upgrade to
10.04 once it is released (on the desktop version, at least). By
default, LTS releases do not prompt users to upgrade to a development
release. However, it is perfectly possible to to do, and it is a
supported operation.

There is an option in a configuration box which changes the behaviour
from the default if that is what the user wants.

Indeed, and both routes are supported and tested.
