Having $ on Shift-4 is common to both US and UK keyboards. Having
the \| and #~ keys mixed up is usually a US/UK mismatch, though.
(Incidentally, have you tried AltGr-` and Shift-`, where ` is just to
the left of the 1 key, which sometimes has something useful on it in
these cases?)

I would suggest trying:

$ sudo dpkg-reconfigure -plow console-data

which is, I think, the thing that sets up keyboard mappings in the
console. That should ask you for keyboard configuration settings
again.
