I'd do this (best to worse)

Core 2 Duo
dual core, very quick, low power consumptiom

Pentium M / Turion
quick, low power consumption. some Turions might be dual core
hard to find laptops with Turions in them

Celeron M / Sempron
the budget choice. slower, higher power consumption.
