I did find a post that claimed you could insert the following into
~/.config/gtk-2.0/gtkfilechooser

<minimum_width value="1000"/>
<minimum_height value="700"/>
<open_browse_expander value="false"/>

However it seems to work momentarily before getting overwritten.
