There are several (IIRC) projects that use alternative systems to
SysV init. One of these (upstart?) was developed primarily for Ubuntu.
It wouldn't surprise me if that was an option for Debian systems.

Nope. BIOS and SysV init are nothing to do with each other. The
BIOS is really only for getting the system to the point of starting a
kernel, and for some of the ickier power-management things (ACPI).
SysV is a structure for starting persistent services on a *IX system
once userspace is running.
