At the very least, make sure there's a tgz available which allows
people to unpack to the local directory. This way, even if it can't
be run directly from that directory, someone can package it up for
the distro of their choice without too much difficulty.

If it's not packaged up as an ebuild, then I'll only install it
if I can install/run it from my home directory as non-root. As others
have also said, I don't like non-distro packages putting anything
in /usr, /etc etc.

If it's popular, people will probably parcel it up into a package
for you.
