Sadly the date given in 'uname -a' does not correspond to when the
kernel was built. This, however, will:

cat /proc/version
Linux version 2.6.18-6-k7 (Debian 2.6.18.dfsg.1-18etch1)
(waldi@???) (gcc version 4.1.2 20061115 (prerelease) (Debian
4.1.1-21)) #1 SMP Sun Feb 10 22:16:15 UTC 2008

The Debian packaging website is the best resource for this kind of
thing: http://packages.debian.org/. For example:

http://packages.debian.org/linux-image-2.6.18-6-686

And then on the right hit "Debian changelog".
