No hesitation in recommending drupal, hosted with penguin-uk. Have a
look at our web site for an example of what you can do with a minimum
of effort. There are a couple of pages giving details of how I've
implemented it at:

and edit content. Drupal allows you to set up different categories of
user with different permissions. We use webmaster, admin, normal and
anonymous (not logged in).
