Like Hugo, I've come across the legal junk before. Sounds like they're trying to give themselves the right to go after people who pillage the registry to spam and slam.
I think the whois box at Verisign probably showed you the info on who the registrar was from the Verisign database then tried to connect to the registrar's machine to get the usual data on who the domain contacts are but the box at the registrar's refused its request. I think it may just be some tin pot registrar or the spammers have opened their own.
