I've found someone for a job in Cambridge by posting the GLLUG - that
person was actually living and residing somewhere up North (I forget
where!).
I've also found someone for a job in Reading by posting to the
Peterborough list too.
So its entirely possible and I don't think I have continually posted to
groups for jobs so far away from the geographic location of that group.
That said - I refer you to the main page of the Hants lug that reads:
"There is no requirement to be in Hampshire to join, in fact about half
of our members are from outside Hampshire"
