The actual spamassassin rulesets are elsewhere (/usr/share/spamassasin
on RH variants) seriously though, do not mess with these. However the
local.cf in /etc/mail/spamassassin contains just the overrides, which
you can play about with as you wish. By default they are commented out,
usually with some notes which you may or may not find helpful depending
on your experience etc.

Yes you can change how the scores are calculated in here. The reason I
mentioned the rulesets above is because you can look there to get the
ruleset names to modify in the local.cf file by adding lines for them,
and also to cook up your own recipes if desired (you need a good
understanding of REGEX).
