Thanks for the suggestion Adam, I did try that but still no joy.

After a lot of red herring catching I've found what it is (for me at
least). I took the hint from the non-working PnP BIOS in the Windows
device manager and downgraded my bochsbios package from the unstable
(and testing) version to 2.3-2 (the stable version). I then started
up qemu again, deleted the ACPI BIOS and PnP BIOS in the device
manager, restarted and ran the Windows 'Add New Hardware' wizard
which detected APM support and the PCI Bus (handy that!). After that
it picked up the default nic and various other critical-looking
components and the networking is all working fine, at least to the
extent of being able to browse the internet (albeit with IE!)

I'll report a bug against bochsbios but I can't think how to phrase it
just yet!
