It is almost too easy to get a certificate, you can search the births
index and pick out who you want to be and order a cert without any
questions being asked as to why you want it.

OK, you have to give an email address, a snail mail address for it
to be sent to and details of the card you use to pay for it but
all those details can easily be faked I imagine if the cert is to be
used for nefarious purposes.
