For MS, there's limits on the number of packages,
and the quantity of each package, that can be
bought in a two-year period. After that, you can
place another order, up to whatever limits apply
then.

What SSJ received were standard site licences.
There were a few extra limitations, such as resale
only to another qualifying organisation.

That's new. We received standard MS Open licences,
including huge quantities of media (all the
language packs, all platforms, ...)

I doubt they get a financial kick-back. The
suppliers don't need to - they can just refuse to
take part if they don't like the deal.
