This is a business problem, not a technical one. You give your suspect a
fixed IP and have someone suitably positioned tell him that he may not
change it (you can probably lock it down anyway on Windows). Then you
monitor. If the excessive bandwidth is used by another IP address, you
check his PC and declare him either innocent or guilty.
