I have passed the 16th Wiring Regs and modern mini circuit breakers
(type B) trip between 3 and 5 normal full load current, within 100ms.
Anything greater than that will blow the 13A BS1362 fuse in the plug and
trip the MCB. The MCB will often trip on a lamp blowing. The RCD
tripping is likely to be the PSU shorting to earth.
