dpkg-reconfigure locales will deal with all of that, as far as I'm
aware. You simply tell it which locales you want available on the
system.

Those variables will be set by /etc/default/locale and
/etc/environment on D***** systems (I'm not sure which one will
override the other).

There is a configuration file of this name on D*****. I suspect
that it's written by the config scripts for the "locales" package, and
used when the package regenerates the locale data (usually on
upgrade).
